[Exist-open] REST document add and collation order

Using the REST interface, I add a new document to a collection.  I
then query for the first 10 records in document order (query :=
/requestPackage[true()]).  The newly added document is listed first in
the list.  I expect it to be last.  In the eXist Admin interface, the
new file is listed last.  Is there a default collation order that
would have new documents appearing first in this query?
