This clearly depends on the complexity/difficulty of the XQuery 
involved.  On our local site have some situations where a single user 
can saturate a 4 processor server.  I can't see any way that you could 
serve the needs of a million concurrent users with a single server.

My unqualified opinion is that 50 full-time users can do useful work, 
given a powerful server, however this translates into hundreds of 
thousands of occasional users.
