#50 Site shouldNOT be added indiscriminately

TKSERVER WILL SHUTDOWN IF A TKAPPLET ATTEMPT TO ACCESS
FOR A SITE THAT'S NOT ON THE JMS LIST!

This was discovered on 8/13 when we use the web
interface, create site 199 as test and attempt to
TKApplet to it.

This bug will take a while to be fixed. In the mean
times, if you need to add a new site number, you
should contact Co first so we can prep the JMS router
list for it.

Brad will not allow for new site to be added from the
web site, instead site number will be picked from a
drop down pick list!

Fixed... TimeKeeper administrator can add new sites. This
feature is for sdt and not for client use. TK managers will
not be given access via the web to add new sites. The new
site feature is only available to a TK Administrator.
