I have the same problem, same versions (W7 64 bit Onenote 2016 .net framework 4.6)

The error is a COM error "interface not registered".
That means you either don't have the Desktop version of Onenote installed (the win app version won't do!), or the installation is corrupted.

  Thanks for the reply - I do have the Desktop version (not the app version) and I also re-downloaded the installer. I've given up now, so don't worry about any further help.
