This is the result of a corrupted note or special characters such as the "&" in the note title. You can follow the following procedure to determine which files are causing the problem. A. Look through your note titles to find and remove special characters B. Sort your Evernote notes by title. Make a few new Evernote notebooks and distribute your notes inside them, e.g., A-G, H-N, etc. Then take import them one at a time. If there are no errors, you will not get the message you describe. If there are problems you will get this message. Instead of importing directly into ON, export the files with Evernote's export command after selecting the files you want to export. You may still get the error, but then after exporting them you can see that OneNote only has the records that were successfully exported. Go back to Evernote and delete the corrupted file or change the title to something that will parse. After finding and correcting the error conduct another export. If other errors crop up you can follow the same procedure until successful.
