#78 $OPTIONS and $HTMLVARS need to be negotiated both ways

The $OPTIONS and $HTMLVARS hashes need to be
interpolated in such a way so that their collective items
either mesh, or end up in correctly-linked and
backwards-compatible ways.

Certain items can't really be changed at runtime (or
cannot realistically be changed at runtime), and would
require a restart and reload of libraries. Such
preferences would indicate good choices for inclusion in
the $options hash. Other items are related to themes
and HTML generation belong inside of %HTMLVARS.

The items that belong in each need to be specced out,
even very basically.
