Your fix should work.  But I believe we can just use ARP_SERVER,
instead of ARP_TFTM...

Recent versions of atftp have multicast support, and that should
inter-operate with the etherboot, implementation.  They were coded
against the same RFC.  I don't know if someone has tested them against
each other.
