Tim, Which NIC driver are you using? I ask because most of them are not fully PXE-ified yet, and it might make a difference, although the PXE-read-file routine may not care about interrupts at all. This does sound like it might have the potential to be a driver issue though, so trying another PCI NIC seems like a good filter test.
