This is because [oei] is not a phoneme.  So it's interpreted as [oe] +
[i], and each syllable is given a tone number.

Is this a typo?  Should it be [eoi] not [oei] ?  The previous few lines
in zhy_list have [eoi].

Or do we need a new [oei] phoneme for a single syllable?
