[Espeak-general] Sapi5 espeak pitch change

I tested this with NVDA. This used to work, but I'm not sure when it 
broke. To reproduce:
1. Read a lowercase f. This works fine with the default pitch of 50.
2. Read a capital f. If you then read a lowercase f again, the pitch 
doesn't quite reset. I can't really explain how this sounds.
