[Espeak-general] Adding A language

Weytk,

I'd like to start working on adding a language for Secwepemctsin.
I'll be putting on a github repository [1]. I have a readme file, and
the files I think I'll need, from reading the documentation

I've read some of the documentation, and looked at the resources.

I think our written language is pretty compact, and precise.  There
are not many exceptions, if any, to how to pronounce words.

Any direction, or perhaps template files would be great.
