The existing list and rule files are in the espeak, not espeakedit archive. You will obviously have to make new ones for your new language. First read the documentation that is provided as part of the espeak download in the docs directory. Espeak edit is mainly for creating the phonemes and their deffinitions, so you might need that anyway.
