It's a feature.
It was requested so that eSpeak can be controlled in a similar manner
to some hardware synthesizers, which use this method.

While it's now redundant because eSpeak uses SSML to control voice
parameters, it may be still be useful, or used.

I wouldn't expect text to include 0x01 characters normally.
