I just tried a manual login on ebay.com and I get the same page "eBay: Passwort-Sicherheitsfrage" (German). Probably you have to do this manually once to fix the problem.
The page has two options: select your security questions, enter the answers and press the submit button ("Bestätigen") or use a link "Später erinnern" ("remind me later" or similar). I guess the "remind me later" link will not help permanently, so it may be better to specify the security questions and answers.

Unfortunately ebay displayed a German page title although I tried to log in on ebay.com. So it may display different languages for other users. This makes it difficult to recognize this page which would be necessary to display an error message instead of a bug report.
