#17 checking parameters in soln/parameters_er and refs/parameters_er

Many of parameters in soln/parameters_er and refs/parameters_er need to be the same.

The energy-mesh parameters in &hist domain must be the same between soln and refs.

Within &ene_param domain, the parameters of
boxshp
estype
insposition, lwreg, upreg
insstructure, lwstr, upstr
inptemp
temp
must be coincident, too, for consistent ensemble generations of soln and refs.
Since the parameters of
ljformat
ljswitch
lwljcut
upljcut
cmbrule
elecut
cltype
screen
ewtoler
splodr
ms1max, ms2max, and ms3max
govern the energy computation scheme, they need be further identical between soln and refs.

There should be an error message if some of the above parameters are differently set. The message can be a warning since one may want to intentionally use different values for some debugging or test purpose.
