The Coati layer can get its database connection information either from a configuration file or an environmental variable.

A commit made in Coati-API SVN revision 2078 breaks our loader components because it requires a config file to exist instead of reading the ENV.

Coati-API SVN revision 2103 should fix this on the trunk. I'll be making a bugfix release of coati after a few more vendor tests.
