#20 Flag Enhancement

Flags are not currently intuitive in terms of what needs
to be set. This entire system should be overhauled in
order to make it easier to understand and easier to
manipulate.

It would be good to have some resources that are allowed to
have conflicts. (This may also necessitate some feature that
prints a list of conflicts for manual correction.)

This could be enabled through a user-editable list of
properties. In doing so, however, the Make Reservation
wizard will need to be updated in terms of main items and
accessories.
