Trying to run the Win32 version of Equil after using
the installer fails with "main class not found" due to
an error in the windows jar packaging script. Package
is created from the wrong start location, causing the
file to fail when run.

Was found to be affecting tar releases as well. Caused by
incorrect syntax in jar packaging process (run from wrong
root directory).
