htm-teinum.xsl contains a rule asfollows: If a number is a fraction, apply title attribute to create tool-tip alerting user that the number is a fraction, in DDB style only.

Change so that it does not generate the tool-tip where the number is spelled out; hard to distinguish spelled-out from non automatically. So, do not apply rule wherever element content contains diacriticals.
