Not sure it is possible to decide what such a book would discuss.

Note that there many things built on top of TCP/UDP/IP/ETC.

Some examples are http, ftp, caV3, pvAccess, CORBA, ICE, BacNET, etc.
Each is a big topic.

Each is meant to be used by applications.
