#19 Must exhaustively test 2vat CapTP cases

We need to figure out a strategy for enumerating the
finite set of cases that, if they are correct, we
should have some confidence that CapTP as a whole is
correct. Probably a multi-dimensional matrix of some
sort. We should then generate multi-vat updoc scripts
that check each of these cases.

Unlike 3vat CapTP, 2vat CapTP is simple enough that
manual inspection of textual results should be adequate.
