#15 Elmer needs rewrite in E

Elmer should be rewritten in E, perhaps as part of a
switchover to evalServer and an integration with updoc.
In particular, it should use EActions in keymaps rather
than the current horrible KeyListener kludge.

Just as the current Elmer descends from Jed -- a simple
text editor framework built to be specialized, so
should the new Elmer probably be rebuilt by first
building capedit, which should be built as a caplet.

The Java code for Jed and Elmer should then be removed.
