#3 Should you be able to resubmit a deleted event ?

The Feedback Console is allowing deleted events to be
resubmitted. 2 fold. Resubmit from Identity and resubmit
an existing error that is stale in a Feedback Console.
The error in the console should have been removed
when the successful delete event went through, but
was not and then was able to be retried. Should
probably also look into other kinds of stale event
problems in Feedback.

Actually, you should be able to resubmit a deleted event, BUT
it should be in a delete state - not one of the last state it
was in before the delete which is the current behavior.
