Secondly, 0.6.99 doesn't really tell us anything, 0.6.999 has been used for 10 years for e17, the important part is the svn-revision after that, please use that in future. But to answer your question: e17's comp module uses software by default, you have to switch to OpenGL manually via the Composite settings menu (go to Menu -> Settings -> Look -> Composite, or easier, open Everything, type Composite).
