I have created a fresh g-mail account and fresh Windows 10 profile. I have installed GNUPG for Windows. When I add the enigmail add on to Thunderbird I do not get a prompt to restart Thunderbird. After I reopen Thunrderbird I do not get the Enigmail Setup Wizard.
Please let me know what I am missing.

That's correct - you won't get the wizard. If you install a new profile, you'll be in the "pEp" mode, which doesn't have a wizard. pEp will create keys for all accounts and start to encrypt automatically.
If you don't want that behavior, you can switch to the "classical" mode of Enigmail via menu Enigmail/pEp > Preferences > Compatibility and select Force using S/MIME and Enigmail
Then you can start the wizard manually via the menu Enigmail.

doing tests with flowcrypt support we discovered that enigmail isn't decrypting emails with rich text.
I will send 2 e-mails for you, one with rich text and other without one.

maybe this is the reason that so many people complaing about the absence of it.

most times the main menu of thunderbid was hidden to me somehow.

The fact that the Enigmail menu is rather invisible and needs quite some clicks to access it is a Thunderbird decision and nothing we can influence. You may also enable the old-style complete menu line (opt-in).

I have a useless implementation of Enigmail in Thunderbird made unsuccessfully some years back,with keys revoked/ forgotten. I would dearly like to set this up properly but am finding it very time consuming with no wizard. Is there an idiots guide someone to follow? Is it worth the effort?

I need help to confirm with my settings are ok. I followed these instructions and I'm not able to see the wizard again.

You can find the wizard in the menu Enigmail.
I ran an internet search for "enigmail wizard" and the 1st hit was correct:

To test your settings, send a SIGNED ONLY message to me.
To test encryption, you need the receipient's key. Find my key attached. To test, send an encrypted message to me.

Enigmail does contain a wizard. You can find it via the menu Enigmail > Setup Wizard.
However, if you are on Thunderbird 78, then there is no "real" Enigmail anymore, and thus no setup wizard.
