After I've upgraded to the newest Enigmail 2.0.8 (I believe I have been successfully using 1.9.9 for almost a year), I discovered UI issues with SeaMonkey 2.49.2.
When dragging the grip between the message list and the message body views (intending to enlarge the message body view), now only the split area between the two views (not the view!) is enlarged. See the attached screenshot:

This behaviour is also demonstrated at this video.
Additionally, clicking the grip was supposed to collapse and restore the message body view. As of Enigmail 2.0.8, it only collapses and restores the PGP signature overlay (see the second video).
The issue also affects those messages which don't have any signature at all (neither PGP nor S/MIME).
This regression was introduced in version 2.0.8 (versions 1.9.9 through 2.0.7 are all good). I believe it has been caused by the UI change: in version 2.0.7 and earlier, the PGP signature overlay was located below the e-mail headers. As of 2.0.8, it is located above the headers (i. e. between the headers and the splitter grip).

I cannot reproduce this, nor the problems you describe in bug [#922]. I believe that something is broken with your profile. I'd recommend you quit SeaMonkey, then delete the file xulstore.json in your profile directory and then retry. If this doesn't help, the I'd recommend you set up a new profile and try if it works OK there.
Another issue might potentially be another add-on that doesn't play nicely with Enigmail.

Deleting
xulstore.json, restarting and/or testing using a fresh profile were actually the first things I tried.Both issues are still reproducible. See the windows screenshots attached (also using SeaMonkey 2.49.2).
The issue is SeaMonkey-specific (not reproducible using Thunderbird 52.9.1).
SeaMonkey is no longer supported. Same as bug [#922].
