#850 per-recipient-rule for protected headers

please add an option in "enigmail recipient settings" wether protected headers should be activated for an address.

This would communication with certain recipients that cannot deal with protected headers: In my case this would be the schleuder pgp-mailiinglist-sofware where there are no alternatives that support protected headers.
