This is no bug, it's a setting (that defaults to "save drafts encryptedly"). Please open your ACCOUNT settings in Thunderbird, section OpenPGP. There, UNtick the downmost checkbox "Encrypt drafts".

Mind that drafts saved on remote folders will be visible to your service provider then.
( You obviously do that as you continue to write messages on your phone which you started to write in TB.)
