Wrapping is applied automatically. Afterwards the mail text is checked, if there are still lines longer than the wrap limit. This can e.g. be caused by long links or by lines consisting of dozens of hyphens.
If those are detected, then the "Select wrap"-dialog comes up to offer a solution.
In any case, these are only workarounds for a problem that Inline-PGP cannot solve. The real solution is PGP/MIME, which is designed so, that long lines aren't a problem any more.
Maybe we should include an info text, explaining the background, and that automatic wrapping always has taken place before the "Select Wrap" dialog.
