#506 Passphrase requied even when not signing or encrypting

Something is broken in the latest Enigmail 1.8.2 for Thunderbird 31.7.0
(the latest Thunderbird for CentOS 6.6).

I realize their is a Thunderbird 38.x.x for Windows, but 31.7.0 is only
one version back, even though by the version number it looks much older.

What happens is, it "always" asks for my passphrase even when I am
not signing or encrypting an email.

I opened a ticked, but it seems to be working now after removing it and reinstalling it.
