#491 Do not auto-encrypt drafts when sending unencrypted email

In issue #181 "Auto-saved drafts can accidentally be saved unencrypted", the behaviour of encrypted drafts was changed. The new behaviour means that you have to make a choice in the settings, either to always encrypt drafts, or never to encrypt drafts, regardless if the message you are sending should be encrypted or not.

With the old behaviour drafts were not automatically encrypted if you were composing an unencrypted email, but were automatically encrypted when you were composing an encrypted email.

Since I often use email on platforms where I do not have access to pgp-encryption (primarily mobile phones, but also when on other's computers) it is important to me to be able to read most drafts and/or continue emails that I have made on my main machine (with Thunderbird/Enigmail). At the same time it is very convenient to enable encryption of a draft, simply by activating encryption for the message you are composing, and hitting ctrl-s (without even sending the email).

Using pgp-encryption as a secure notes store gives me an excellent platform-independent and future-compatible password store, one that I have used for many years. It gives me an everyday use for Enigmail, even if I don't have many people to send encrypted mail to. I think that use is a valuable way of spreading the use of encrypted email since it gives users an everyday use for encrypted email even as single users.

So I am hoping for an option that gives back the old behaviour, i.e.:

Encrypt/Sign drafts:
"Always"
"When sending encrypted"
"Never"

Since the user has made a concious choice in the settings, there is no need for a query when saving the email, so issue 181 stays resolved as well.

We have decided for good reasons that drafts should either be encrypted or not. We think this choice should not depend on whether or not the message will be encrypted at the end.
