Multiple recipient dialog is confusing, especially for novice users

to reproduce:

Compose a message to multiple recipients, cc some people you have valid public keys for, some for whom you do not.

First Problem

The "OpenPGP Key Selection" dialog says "Recipients not valid, not trusted or not found" followed by a list of email addresses. The key selection dialog should probably say something closer to: "You don't have rules defined for .... Select a key below, import keys or send mail unencrypted to these recipients."

Second Problem

If I click "OK" without selecting any keys, I get "You have selected a smaller number of keys than recipients. Are you sure the list of keys to encrypt is complete?" If I choose "continue," from there, mail is sent unencrypted to some users. This dialog should be more clear: "Your message will be sent unencrypted to address@example.com, otheraddy@example.com" and give me three options -- back to the key selection dialog, back to the compose window or send.

"Continue" doesn't make it clear that I'm about to send the message in cleartext.

I can get back to the compose window only by selecting "Select More Keys" from the second alert and then cancelling key selection.

dkg and I will probably take a stab at making this more clear, but I'm wondering if there are prior conversations we should be alert to as we hammer out a proposed solution.

To the second problem: the "continue" button will not lead to a cleartext message, but to a message that is only encrypted to those recipients that are selected.

The dialog should read as something like "You have selected a smaller number of keys than recipients. Are you sure the list of keys to encrypt is complete? If you continue, the message will only be encrypted to the selected recipients; other recipients will not be able to decrypt the message".
