A 100% unit should be about 10 times as useful as a 10%
unit to prevent `gamey' tricks.
The following security missions are flawed:
* Provide mil for convert, shoot and che fighting
Mil in security units count double. They factor
should be 1+eff/100.
* Mobility bonus for convert and shoot
Security units lessen the mobility cost. The bonus
should be scaled with with efficiency/100.
