A 100% unit should be about 10 times as useful as a 10%
unit to prevent `gamey' tricks.
Supply units' speed is proportional to efficiency for
this reason. This covers supply use on land well enough.
Supply units don't have to be efficient to serve as
cargo bay extension. Players routinely use 10% sup to
extend cargo ship capacity, in particular for petrol.
Players also load them on warships (dd!) to get fast
armed cargo ships.

Proposed fix: scale supply unit load capacity with
efficiency. Rejected because it's a micromanagement headache.
Proposed fix: supply unit load counts toward ship's load.
The permissible total load is the same, regardless whether
it is loaded direcetly on the ship, or on a loaded supply
unit. Maybe except mil, for conveniency.
