Llookout duplicates lookout code, but not exactly. In
particular, it rounds differently. So land units and
ships with the same spy rating get different radar
ranges.
Consider a light infantry and a patrol boat (both spy 2,
tech 100).
There's a cavalry (vis 18) next to the cav, and destroyer
(vis 18)
next to the pt. The linf can see the cav with llook, but
the pt
can't see the dd with look.
