#45 Planes cannot be transported in allied land

You can only transport within your own land. You can
only transport planes you own. Planes in allied lands
cannot be transported. Damaged planes out of airfields
are effectively stuck. They require repairs `in the
field' (3x cost) or the sector owner has to construct
an airfield `below them'.

I suggest to allow transportation of allied planes.
