If a sector revolts at the update, all che remain che,
and 5% of the civs become mil.

If a sector revolts due to a failed `anti', there's a
75% chance for 16-25% of the che to remain che, rest
become mil.

This is inconsistent. I suggest to make a failed anti
behave like a successful revolt at the update.

    Here's another one: If a sector revolts at the update, its
    loyalty is set to zero. If a sector revolts due to a failed
    `anti', its loyalty is halved.

    'anti' behavior allows canny players to get rid of che:
    reduce population, deliberately fail anti, che become mil,
    kill mil.
