#35 nuke capabilities need review

Some nukes are next to useless. Consider 75kt fusion
(tech 320). It has the same effect as 15kt fission
(tech 290), at a much higher price. It saves rads, but
I'd expect money to be the limiting factor, not rads.
As long as that's the case, the first real improvement
over 100kt fission (tech 310) is the 1mt fusion (tech 340).
