#29 Should carriers require less eff for operating helis?

Carriers can't launch or retrieve planes when below 50%.

In real life, carriers too damaged to operate
fixed-wing planes can still operate rotary-wing planes

Maybe require only 30% carrier for rotary-wing planes.

For that matter.. why is it 50% when the cutoff for
everything else in empire is 60%. We should change the
carrier cutoff to fly planes to be 60%. I can see allowing
helo at lower efficency, although it is another layer of
complexity.
