When using the 'shoot' command, if you do not have
10% mil in the sector, the command quietly exits. No
information is given to the user on why the command
exited.
Example:
[4:614] Command : shoot
Shoot what <civ or uw> civ
(sects)? 2,0
number of civilians to shoot (max 999)? 2
[4:611] Command :
(in above example, sector 2,0 has no mil in it)
