Originally, BTUs were implemented to limit how much
effort a player could expend in any given time frame. It
was part of a playing limitation scheme. The scheme
never worked as intended, but the BTU scheme
remains. Various deities have attempted to use BTUs to
control the player with mixed results. In some games,
the limitation of BTUs can lead to horrendous trench
warfare that significantly detracts from playability. In
other games, the presence of nearly limitless BTUs
makes defense against an aggressor nearly impossible.
There is no easy solution to this.

BTUs succeed at limiting the scope of attacks. But they
favor the attacker over the defender. Tom Tedrick suggested
that attacking sectors you old-own shouldn't cost BTUs, and
moving, marching and flying within your old-owned land
should be free as well. Others, including Brett Reid,
suggest to remove BTUs.
