#103 Sample JUnit/TestNG ANT build scripts in distro

It would help to JUnit and TestNG users if the 2 sample
ANT build scripts "build-onthefly.xml" and "build-
offline.xml" have its reincarnations in both JUnit and
TestNG as these are the 2 most popular unit testing
frameworks for Java. This would help reduced
repetition of questions asked about them in forums as
well as help adoption of EMMA with JUnit/TestNG.

Need:

1. "junit-build-onthefly.xml", "tng-build-onthefly.xml"
2. "junit-build-offline.xml", "tng-build-offline.xml"
