This is the firestorm that Paul Corner started.  Of course, he was 
right, there WERE
a couple small pieces that were not GPL'd, or just had no indication of 
who wrote/owned
them.  We have taken care of this, as far as I know.  I think Ray Henry 
was sort of
supervising the overview of the process, and we did it about a year ago, 
I think.

I thought we were there, already.  Maybe it needs to be a continuing 
process, with
monthly scans to check for any code without the correct boilerplate.
