Wouldnt EMC be found in the "software engineering" dpt. and not the "software execution" (IT) dpt? With tongue somewhat in cheek.

I'm not sure any of us "IN" the IT dept. can see it as others see it, so 
maybe you
are asking on the wrong list.  We are too biased by knowing we can 
actually get
our hands dirty in the code and change something if we need it badly enough.

I get a taste of this when trying to help people who are not so 
computer/electronics/
c language/Linux savvy get something working right.  It really puts me 
in my place
when I realize how much computer history, etc. I take for granted that 
everybody
else knows.  (I actually worked on a computer with vacuum tubes in it, 
and a number
of them with discrete transistors and core memory, so I go back a LONG 
way.  I
have patched the OS and file system on a minicomputer through the front 
panel
switches.)
