If the PID maxoutput is 20 then you need to set the scalemax parameter
to 20 too, as things are you are only getting 80% of max current.

However, that current _should_ be 30A, as that is the nvmaxcurrent.

Do you by any chance have a clamp-on ammeter? It would be instructive
to see what current you are actually getting.
