I would venture that it is basically a light dimmer.
You have 120vac hot connected to one terminal,
120vac neutral connected to your load, and the
other side of the load connected to the other
terminal on the dimmer.  A pot across the "resistance"
terminals controls the SCR firing.

Just my wild guessing though.
