#419 stepconf in 2.7 fails to produce doublestep hal circuitry

mmprestine reports on the forum that stepconf in 2.8 (master) doesn't produce stepgen doublestep hal file, whereas 2.6 does:

Testing by Sam Sokolik reveals that 2.7 has the same problem. stepconf in 2.7 and later fails to set the parport pin reset parameters correctly. Some discussion on IRC, starting here:

Looks like this bug crept into stepconf during the "sim config" changes.
