Basically it's a vote.

+1: I agree and will help
+0: I agree but won't help
-0: I'm not sure, it doesn't look like a good idea
-1: I disagree

Also, if a -1 is case on a commit, it's not a vote but a veto. The veto 
cannot be overruled, but must be technically justified. It can be 
removed only by the caster.
