#20 new frames don't follow vertical-scroll-bars

If you set (scroll-bar-mode -1) in a .emacs file, the first frame doesn't
have scroll bars. but subsequent frames (c-x 5 2) do.
The adding (vertical-scroll-bars . 'nil) to default-frame-alist doesn't
work either.

    Can't replicate this on Tiger with rc2 binary. Please update the report with
    your OS and build info.. (A quick way to get this is to run meta-x report-
    emacs-bug, enter any subject, and copy the text out of the buffer you get.)

    Still cannot replicate under rc3, but if you experience this
    try doing

    defaults write Emacs UseVerticalScrollBars NO

    in Terminal to work around.
