Scheduler system, so downloading/or seeding of a
torrent can be specified at certain times

As an addition, allow the number of torrents that can be
downloaded/seeded at certain times, and also bandwidth that
torrents are allowed to consume.

This is useful to limit the number/speed of torrent
transfers during peak times.
